NCASRO is a non-profit organization that helps put
the needed tools in the hands of today's SROs. SROs work to reduce school violence by enforcing violations of
the law occurring on school property, by informing students of the dangers of substance abuse, by introducing programs that
will promote and enhance acceptable social behavior, and by serving as positive role models.

Everyone, My name is Todd O'Neal and I am a Lieutenant with the Wilson
County Sheriff's Office, I have been in law enforcement for a little over 21 years. I started working with the Wilson
County Sheriff's Office in 1992 as a jailor, in 1995 I went through BLET and after graduation I worked in our civil division
and patrol division. In 2001 I became a School Resource Officer and held that position until January 2011. It was then that
our newly appointed sheriff, Sheriff Calvin L. Woodard Jr. promoted me to Sergeant in charge of our animal enforcement unit,
I was then promoted to Lieutenant. Although I am in charge of the Sheriff's
Office Animal Enforcement Unit, I am still very active with the S.R.O. Program, I continue to work very closely with Lieutenant
Johnnie Coleman (who is in charge of the S.R.O.'s) on a daily basis. In 2012, I was elected to serve as your Vice President for the 2013 and 2014 NCASRO Conferences.
I have served on the NCASRO Board since 2007 first as a region rep. and then elected to the position of Treasurer and now
Vice President. On Friday
April 19, 2013 Sergeant Robbie Whitman resigned from his position as President of the N.C. Association of School Resource
Officer's. On Wednesday April 24, 2012 the Executive Board held an emergency meeting in which I took over the Presidency
of our Association. I will be serving as your President for the 2013 and 2014 Conferences, which is still scheduled to be
held at the Embassy Suites in Concord,N.C. A Vice President will be appointed at our next scheduled board meeting and the newly appointed Vice President's
